SOUTHBRIDGE — Thomas E. Daley was appointed the new Department of Public Works director at the Town Council meeting Monday, Dec. 10.

Daley, who held the same position in Newton, will begin Monday, Jan. 31. Hamer Clarke, who retired as the DPW director in 2007, has been filling in as director part-time, 20 hours a week.

Despite only squeaking by with a 4-3 vote, Daley was popular with the council Monday. Nearly every councilor said they felt Daley was the most competent applicant for the job, but those who voted against approving him did so based on how much he would be paid and if the town could afford it.

"This is a very difficult decision all the way around," said Laurent R. McDonald, who voted against the appointing. "Mr. Daley is, without a doubt, the most qualified person that we could have for the job. The problem that I have is not with the candidate, but is with the town's budget issues. I fully support this candidate and I recommend this candidate, but I feel that his performance is that of a Rolls Royce and all we can afford is a Toyota Camry."

When it came time to vote, Councilors Denise Clemence, Richard Logan, Pamela Regis and Catherine Nikolla voted for his approval, with Chairman Steven Lazo and Councilors Conrad Vandal and McDonald voting against.
