Charlton faces new Open Meeting violation

CHARLTON — For the second consecutive year, selectmen have been found in violation of the Open Meeting Law, stemming from Town Administrator Robin L. Craver's evaluation.
The Worcester County District Attorney's Office issued the citation in a Dec. 9 letter, according to Selectmen Vice Chairman Kathleen Walker. No penalties have been levied. In total, this is the board's third violation of the Open Meeting Law.
One portion of the evaluation process caused the violation, according to Walker.
The one-on-one meetings between selectmen and Craver "were a deliberate circumvention of the Open Meeting Law," the letter reads. Selectmen, prior to completing the review, each met with Craver to discuss their individual reviews.
Walker said she agreed to the individual meetings because Town Counsel James Cosgrove had advised selectmen that he had no concerns with the discussions.
Walker has asked for the topic to be discussed at the board's Tuesday, Dec. 15 meeting. She is also calling for the creation of a new review policy.
