Bylaw Review Committee discusses trash, liquor board

SOUTHBRIDGE — To paraphrase the cliché — watching law be made is like watching sausages – you're not quite sure what's in them.

Well, last Thursday's Bylaw Review session wasn't much different — The committee members had a lot of questions about what was actually in the chapter they were discussing and nobody available to give answers.

Since it was chapter 4, that meant wondering whether the town actually publishes town reports annually, why the liquor board is the only panel formally exempted from the town manager's license authority, who actually has such authority, and whether the Council intended to give the manager power to start lawsuits without telling them.
